Somebody did notice. I wonder who.

But what's the problem with a beaver building a dam on a public creek in a newly constructed wetland?

The dam is gone and they completely removed all the brush. How discouraging!

I wonder if the beaver is still around. Did they trap him and carry him off? Or worse?

What's a beaver going to do but build a dam?!
